Nancy Rodriguez, a spokesperson for the Council of Chief State School Officers, told CNN Saturday morning that it was CCSSO's understanding that Trump would not be in attendance for the event on White House grounds and Education Secretary Betsy DeVos would instead present the award to 2019 winner Rodney Robinson.
CNN has reached out to the White House and Department of Education for comment.
Robinson, according to CCSSO, has taught for 19 years and earned the award after several years teaching at a Virginia juvenile detention center.
Politico reported earlier that Trump was not expected to attend the event, and noted that presidents dating to the Truman administration had given out the award.
Rodriguez told CNN that there had been occasions in the past when "someone else, such as the Vice President or First Lady, have handled the recognition."
"Each year, CCSSO works with the White House to coordinate a recognition event," read a statement from Paul Ferrari of CCSSO. "It is up to each administration to decide how to recognize the teachers, and it has varied throughout the 67-year history of the program in location and who has delivered the recognition to the National Teacher."
Trump did attend the ceremony last year, where 2018 recipient Mandy Manning made headlines for delivering letters to Trump from her refugee and immigrant students.
The 2018 midterms also saw the election of Democratic Rep. Jahana Hayes of Connecticut, a former National Teacher of the Year, to Congress.
